Goldfields’ $205m Shepparton Scheme Wins Green Light

Goldfields’ $205-million masterplanned community proposed for Shepparton has been waved ahead, paving the way for 641 homes in the Victorian city’s south-east growth corridor.

The national developer has secured a planning permit for Parkers Grove, the first residential project approved under the Shepparton South East Precinct Structure Plan.

The 43.35ha site will be developed into a 641-lot community incorporating residential housing, open space and supporting infrastructure.

The development site is about 2km from the Shepparton town centre and 190km north of the Melbourne CBD

The project includes a 1ha central park, natural wetlands and a network of walking paths.

The site is next to land identified for a future local convenience centre, government school and sporting fields.

Population forecasts indicate Greater Shepparton’s population is expected to increase from about 71,500 to more than 81,000 by 2046.

Recent data shows an increase in internal migration to the region over the past year.

The project is expected to generate construction employment over multiple stages. Works associated with the development include an upgrade to Channel Road.

Goldfields chief executive Lachlan Thompson said the Shepparton project was part of the company’s broader regional investment strategy.

He said the group had previously delivered projects in Ballarat and Kyneton.

Civil construction on the site is expected to begin in the third quarter of 2026 and the first stage of lot sales launched next month.

Goldfields is progressing a pipeline of projects across Victoria spanning residential, build-to-rent and retail sectors, with activity concentrated in Melbourne and key regional centres.

In Melbourne’s inner south-east, Goldfields is delivering The Raleigh, a $350-million build-to-rent project at Windsor comprising two 15-storey towers with 348 apartments, where early works and basement excavation have been completed ahead of construction.

In Melbourne’s growth areas, Goldfields has existing residential communities such as Verve at Clyde North, where land sales have been under way as part of the developer’s broader focus on masterplanned housing estates.
